From institutional care to community care

This website was built within the project “Progress in ensuring the transition from institutional care to community care”, through which the National Authority for the Rights of Persons with Disabilities, Children and Adoptions (ANDPDCA) aims to increase the administrative capacity of central and local public administration authorities, with responsibilities in the field of child protection, in order to optimize the process of ensuring the transition from institutional care to community care.
There is ample evidence that childcare institutions cannot provide person-centered services and that
institutionalized care affects the readiness of children to be „fully part of their community and
society at large" (European Expert Group on the Transition from institutional care to community
care, 2012). At the same time, studies show that community services support family life and
contribute to a higher quality of life, „preventing the need to place the child in alternative care, in
other words, to be separated from his close or distant relatives or other people who take care of it”.

This project is carried out within the commitment made by ANDPDCA to ensure the transition from care in institutions to community care, providing support to central and local public administration authorities in implementing this desideratum.

The project aims at:

1.
Developing and implementing a system of evidence-based policies in the field of child protection, through the implementation, at the national level, of a regular monitoring and evaluation system of the transition stage from institutional care to community care.

Supporting the development of local public administration authorities with responsibilities in preventing the separation of the child from the family, in order to increase the quality of services provided to children at risk of family separation.

In order to achieve this goal, the “Handbook of alternative models for the development of the activity to prevent child separation from the family” was developed which can be viewed in an interactive form within this website. In the coming period ANDPDCA will support, with technical assistance provided by the World Bank, 100 local authorities to develop service plans to prevent child separation from family.
